Quote comparison tools in 2026, compared on what they actually read.

Eight ways to compare supplier quotations, from AI comparison tools to construction bid leveling and Excel. Every fact about another tool comes from its own website, checked in November 2026.

What is quote comparison software?

Quote comparison software reads the quotations suppliers send you, each in its own layout, and puts the same item from every supplier on one row, so prices, quantities, lead times and totals can be compared side by side. The tools differ in what they can read (scans, photos, Arabic), who they are built for (procurement buyers or construction estimators) and what they do around the comparison.

We make PROCAI, so weigh our view of it accordingly. For every other tool on this page, the facts and prices come only from that vendor's own website, checked in November 2026, and a price is shown only where the vendor publishes one. Where a vendor does not list something, we say it is not listed rather than that it is missing.

Three kinds of quote comparison tools.

Most of the choice is about who the tool is built for. Decide that before you compare features.

AI quote comparison for buyers

  • NazmIQ, Quotal and PROCAI read supplier quotations in different layouts and put them on one sheet
  • All three publish a free plan, and NazmIQ and Quotal publish monthly prices from $29 and 9 €
  • NazmIQ adds weighted scoring and a recommended winner; Quotal adds price history on its paid plans
  • PROCAI checks every column against the printed total, and also finds suppliers and sends the RFQ

Construction bid leveling

  • BidLevel, EstimateHawk and Trueleveler level contractor and subcontractor bids against a scope
  • BidLevel traces every value to the PDF; EstimateHawk benchmarks against market pricing; Trueleveler compares up to 10 quotes against your RFQ
  • Built around trades, scopes of work and exclusions rather than supplier price lists
  • BidLevel is free in beta, EstimateHawk has a free check, Trueleveler a 14 day trial

General AI and spreadsheets

  • Copilot in Excel works inside the spreadsheet your team already uses
  • Microsoft names comparing vendor quotes as a Copilot use case, on a Microsoft 365 Copilot license
  • A spreadsheet template is free, but every line, currency and total is typed by hand
  • Neither finds suppliers nor sends the RFQ that brings the quotations in

How to choose a quote comparison tool in four steps.

Test it on the quotations you actually receive, not on a demo file.

  1. 1

Collect three real quotations as they arrived

Take a recent purchase with three or more supplier quotations, including the awkward ones: a scanned PDF, a photo, a quotation in Arabic or in another currency. Do not retype or clean them first.

  2. 2

    Check what each tool reads

Confirm on the vendor's own site which formats it accepts and which languages it lists. A tool that reads only native PDFs or only English will fail on exactly the quotations that take you the longest.

  3. 3

    Check the totals

Compare each supplier's total on the sheet with the total printed on its quotation. A mismatch means a line was missed or misread. In PROCAI every column is checked against the printed total for you.

  4. 4

Look at what happens before and after

Ask where the quotations come from and where the decision goes. If you also need to find suppliers or send the RFQ, a tool that does both saves the copy and paste between systems. If you need weighted scoring, check that the tool states it.

When PROCAI is not the right quote comparison tool.

PROCAI is built for buyers comparing supplier quotations. Pick something else if one of these describes you.

  • You want the tool to rank bidders and recommend a winner from weights you set. PROCAI does not score or pick a supplier; NazmIQ states weighted scoring with a recommended winner.
  • You level subcontractor bids against a construction scope of works. BidLevel, Trueleveler and EstimateHawk are built for that.
  • You want quotes benchmarked against market prices. PROCAI compares only the quotations you upload; EstimateHawk states market benchmark pricing for contractor quotes.
  • You compare quotations at high volume and only need the comparison. NazmIQ publishes 200 comparisons a month for $129.

What is the best software to compare supplier quotations?

It depends on who is comparing. Procurement buyers comparing supplier quotations in different layouts can look at NazmIQ, Quotal and PROCAI. Construction teams leveling subcontractor bids against a scope can look at BidLevel, Trueleveler and EstimateHawk. Teams already on Microsoft 365 Copilot can try Copilot in Excel. Test any of them on your own quotations before you decide.

Which quote comparison tools are free?

On their own websites in November 2026: PROCAI gives 8 credits once at signup, enough for two comparisons of 2 to 5 quotations, with no card. NazmIQ gives 3 comparisons a month. Quotal has a free plan with 2 projects of 3 quotes. BidLevel is free for a limited time in beta with 2 credits. EstimateHawk has a free check and Trueleveler a 14 day trial.

Which tools read Arabic quotations?

PROCAI reads Arabic and English quotations, including Arabic Indic numerals, and has a full Arabic interface. None of the other dedicated comparison tools on this page lists Arabic on its website. Copilot in Excel lists Arabic among its supported languages.

Can these tools read scanned or photographed quotations?

PROCAI reads scanned PDFs and JPG or PNG images with OCR. NazmIQ states multi page PDFs and phone photos, and Quotal accepts a photo. Trueleveler states that scanned PDFs are not read by its analysis engines and asks for a native PDF.

What is the difference between bid leveling and quote comparison?

Bid leveling is the construction term: contractors put subcontractor bids on one scope of works so inclusions and exclusions line up. Quote comparison is the procurement term: a buyer puts supplier quotations for goods or services side by side, line by line, with prices, currencies, VAT and totals. The tools overlap, but each is built around one of the two.

How much does a quote comparison cost?

As published in November 2026: a PROCAI comparison is 3 credits for 2 to 5 quotations, and Starter is $20 a month with 20 credits. NazmIQ Starter is $29 a month for 20 comparisons. Quotal Plus is 9 € a month for 10 projects. Trueleveler Pro is $99 a month for 100 runs. EstimateHawk sells a single full report for $9.
